CONTEXTE

Dans le cadre de la 5ème édition de Bains numériques, festival international des arts
numériques dʼEnghien-les-Bains (12-19 juin 2010), le centre des arts organise une compétition
internationale de créations mixant mobilité et créativité. Première étape de cette compétition,
cet appel à projets international vise à présélectionner un ensemble de cinq créations dédiées
aux écrans mobiles (téléphones, gps, pda). Chacune des propositions prendra, dʼune manière
ou dʼune autre, en compte la question de lʼespace public, de lʼespace intime, de la vie sociale et
individuelle.
Suite à lʼexamen des candidatures reçues, le comité artistique sélectionnera 3 propositions qui
seront présentées sous la forme dʼun salon technologique, au coeur du Village Numérique (17
au 19 juin) du festival Bains Numériques#5.
Lors de la clôture du festival, un « Prix de lʼInnovation » sera décerné, correspondant à une
bourse de 1500€.

MODALITES & ETAPES DE SELECTION
ETAPE 1. DEPOT DES CANDIDATURES _ JUSQUʼAU 10.05.010
ETAPE 2. CONTROLE ADMINISTRATIF DES DOSSIERS DE CANDIDATURE

Les technologies mobiles doivent être partie prenante de lʼoeuvre ; La pièce doit être conçue
pour la téléphonie mobile, les GPS et autres outils de télécommunication mobile; La pièce doit
être en cours de finalisation mais ne doit pas avoir été déjà présentée au public avant juin 2010
(ni en France, ni à l'étranger)
Le projet doit faire lʼobjet dʼune double présentation:
- une vidéo démonstrative (5 min max, dvd)
- un prototype fonctionnel (qui ne sera présenté que durant le festival)

Le dossier doit être rédigé en français ou en anglais et être complet. Il est recommandé aux
candidats ne résidant pas en France de se rapprocher de leur représentation diplomatique en
France (centres ou instituts culturels, ambassades, etc.) afin dʼobtenir de leur part un soutien à
leur candidature.

Le comité de sélection est composé de professionnels de la création numérique internationale,
et spécialistes des technologies mobiles et retient 3 projets pour la compétition internationale.

ETAPE 3. SELECTION ARTISTIQUE DE TROIS PROJETS PAR LE COMITÉ DʼEXPERTS  22.05.010

Les sélections seront communiquées sous quinzaine après délibération du comité.
Leurs décisions sont sans appel.

ETAPE 4. PRESENTATION ET AUDITION DES TROIS PROJETS EN COMPETITION  17 AU 19.06.010

La présentation des projets se tient sur la période du 17 juin au samedi 19 juin 2010 dans le
cadre du Village Numérique.
Les auditions se déroulent le samedi 19 juin 2010, entre 14h et 16h. Pour les auditions, chacun
des trois projets sélectionnés fait lʼobjet dʼune présentation dʼune durée totale de 40mn articulée
ainsi :

- présentation de lʼéquipe artistique et technique : 5ʼ
- Présentation du projet par lʼéquipe artistique et technique : 15ʼ
- Expérimentation dʼune démo/prototype par le jury : 10ʼ
- Questions du jury: 10ʼ

Pour chacune des équipes invitées à présenter son projet, le centre des arts prend en charge
lʻhébergement (pour les artistes/personnes non franciliennes) et les repas pour une équipe ne
pouvant dépasser 2 personnes (du 16 au 19 juin inclus) - un accueil technique (la mise à
disposition de matériel sera soumise à discussion avec le directeur technique / matériel fourni :
un écran+un lecteur dvd).

Le centre des arts ne prend pas en charge : - les transports nationaux et internationaux de
personnes et de marchandises. Les équipes étrangères doivent faire par elles-mêmes une
demande dʼaide financière auprès de leurs institutions et/ou représentations diplomatiques
respectives.

Le prix « Prix de lʼInnovation » récompense le projet jugé le plus innovant tant sur un plan
artistique que sur un plan technologique. Le lauréat obtient une bourse de 1500 euros.
Pour être recevables, les candidats doivent fournir un dossier comprenant :
• La fiche de renseignements complétée (cf. ci-après) / support papier + fichier électronique

• Une notice biographique sur lʼéquipe et le porteur de projet / support papier + fichiers
électroniques .PDF
• Des supports écrits, visuels et/ou sonores concernant des projets antérieurs
Ces supports sont sur papier (texte, photos, images de synthèse, plans) + supports
électroniques en .JPG pour les fiches de présentation ; en .mp3 pour le son ; en .mov pour les
vidéos.
• Un dossier de présentation du projet (4 pages maximum) / support papier + fichier électronique

• La fiche technique du projet (matériels, logiciels, formats, etc.) / fichier électronique .PDF

CONTEXT
For the fifth edition of the Bains Numériques the international festival of digital arts in Enghien-les-
Bains (12-19 June 2010), the Centre des Arts is organising an international competition for works of
art that combine mobility and creativity. This international invitation to submit projects is designed
to lead to a shortlist of five works conceived for mobile screens (telephones, gps, pda). Each
proposition will in some way or other take into account the questions of public and private space,
social and individual life.
After examining the projects submitted, the artistic committee will select 3 propositions which will be
presented in the form of a technology salon at the “Digital Village” (17–19 June) of the Bains
Numériques festival. At the closure of the festival, an “Innovation Prize” will be awarded, with a purse
of 1500€.
THE SELECTION PROCESS
STAGE 1. APPLICATIONS (TO 10.05.10)
STAGE 2. INSPECTION OF APPLICATIONS
Mobile technologies must be an integral part of the works submitted. The work must be conceived for
cell phones, GPS and other mobile telecommunications devices. The work must be in the process of
finalisation but not have been presented to the public (either in France or elsewhere) before June
2010.
The project must be presented in two forms:
- in a demonstration video (DVD, 5 mins. max
- -as a functioning prototype (which will be presented only during the festival).
The application must be written in French or English and be comprehensive. We recommend that
applicants not residing in France contact their diplomatic representations in France (cultural centres,
embassies, etc.) in order to obtain support for their application.
The selection committee is made up of professional specialists in digital art and specialists in mobile
technology. It will choose three projects for the international competition.

STAGE 3. SELECTION OF THREE PROJECTS BY THE COMMITTEE OF EXPERTS – 22.05.10
The committeeʼs decision will be communicated within the fortnight. It is final.
STAGE 4. PRESENTATION AND AUDITION OF THE THREE SHORLISTED PROJECTS – 17-
19.06.10
The projects will be presented at the “Digital Village” (Village Numérique) from Thursday 17 to
Saturday 19 June 2010.
The auditions will be held on Saturday 19 June between 2 and 4 pm. Each of the three projects will
be given 40 minutes for a presentation structured as follows:
- Presentation of the artistic and technical team: 5 mins.
- Presentation of the project by the artistic and technical team: 15 mins.
- Testing of demo/prototype by the jury: 10 mins.
- Questions from the jury: 15 mins.
For each of the teams invited to present its project, the Centre des Arts will provide accommodation
(for finalists living outside Ile de France) and board (2 persons max) from 16 to 19 June, inclusive,
plus technical facilities (the equipment supplied will be determined by discussion with the technical
director/or screen + DVD player).
The Centre des Arts will not cover national and international transport of persons and objects. Foreign
teams must apply independently for financial help from the relevant institutions/diplomatic representations.
The “Innovation Prize” will be awarded to the project that is considered the most innovative technologically
and artistically. The winner will receive a prize of 1500 euros.
To be eligible for consideration, applications must submit all the following elements:
• The completed information sheet (attached) / paper and electronic (pdf) formats
• A biographical note on the team and the project backer (paper + electronic: pdf)
• Written, visual or sound documentation of previous projects (texts, photos, computer images, plans,
with electronic jpg. format for presentation cards; mp3 for the sound and .mov for videos).
• A presentation of the project (4 pages max, paper + electronic pdf)
• Technical data sheet for the project (materials, software, formats, etc.) / + electronic file. PDF.
